Senior Advisor and Special Project Manager (Part Time)

GBTs Senior Advisor and Special Project Manager provides technical assistance, strategic planning and expertise to GBT leadership staff regarding a broad range of special projects funded through the Federal Transit Administration (FTA) and the Connecticut Department of Transportation (CTDOT). For the duration of this work, the majority of the time of this position will be focused on GBTs Zero Emission Bus (ZEB) Deployment Project and may also include technical assistance and advise on other GBT projects including the implementation of a contactless fare system, the design of new transit services, the design and construction of various facility improvements, assurance of federal and state regulatory compliance and the pursuit of federal and state capital and operating funding opportunities. As such, the position requires demonstrated experience in all of these areas.

Accountability:

This position reports to The Chief Executive Officer and/or his/her designee.

Position Duties:
General technical and strategic assistance in project management related to GBTs ZEB program and participation in regular project meetings; General assistance in determining the order of operations for the tasks in Phase 2; Assistance in the review and modification of the technical specifications related to moving from the 440 to 665 kWh buses; Participation in the pre-production meeting(s) (virtual) for the procurement of the next three buses; Assistance in review and analysis of the KPIs associated with the performance of Phase 1 buses; The review of plans and approaches to modifications to the charging infrastructure and the review of charging options; Review/Comment on improvements to GBTs Cross Street garage fire suppression system (currently at 30% design); General assistance in avoiding pit-falls associated with the project; Other technical or advisory assistance related to this or similar GBT projects; Assistance in the development and submission of grant funding applications; Assistance in the review of major procurements for federal and state compliance; Assistance in the development of various transit related RFPs and IFBs and assistance with proposal reviews.
Requirements:
Bachelor's degree in transportation planning, urban planning, business administration or related field required. Masters Degree preferred; Extensive project management experience related to transit and transit technology; Demonstrated experience in the deployment of zero emission buses and the associated infrastructure; Demonstrated experience in transit service development including BRT design and implementation; Demonstrated experience in transit facilities design and construction; Demonstrated ability to manage projects and contractors; Comprehensive experience in federal and state regulatory compliance and Triennial Reviews; Demonstrated transit administrative and supervisory experience; Demonstrated commitment to public transportation; Expertise in state, federal and municipal government including grant writing, project management and compliance. Comprehensive knowledge of transit capital and operating funding in Connecticut and at the federal level; Superb analytical skills along with strong written and oral communication skills; Detailed knowledge of transit bus specification development and procurement of transit buses; Excellent organizational skills including the ability to keep records and prepare clear and concise reports; General knowledge of computers and software systems; The ability to read construction drawings and other schematic drawings related to the position including buildings, wiring, and other mechanical systems; Knowledge of administrative principles and methods, including goal setting, program and budget development and implementation; public administration; capital and operating budgets; Ability to understand, interpret, and apply laws, rules, regulations, policies, procedures, contracts, budgets, and labor/management agreements; The ability to exercise sound judgment and creativity in making decisions; The ability to interact professionally with all levels of GBT employees and maintain cooperative working relationships; Attendance at evening and early morning meetings and travel required.

Safety

The position must use safety equipment and protective clothing as appropriate and necessary and maintains good housekeeping habits in work area to avoid injury to self or others. Additionally, the position must immediately report to supervisor or risk manager any safety or security issue, and makes recommendations for improvement, observes building access restrictions and locks doors when not present and knows the nearest two safety exits and participates in safety drills.

Physical Demands and Work Environment:

The physical demands of this position are those that must be met by an employee to successfully perform the essential functions of the job with or without reasonable accommodation. While performing the functions of this job, the employee is frequently required to sit, stand, speak and hear and work in and out of doors.

The work environment includes all GBT facilities and grounds.
