Objective: This professional/technical position is fully
accountable for the Human Resource side of the PeopleSoft systems.
This not only includes maintenance, but also updates, improvements,
and modifications to the system. Responsibilities: Leads the HRIS
Unit to ensure the setup tables in PeopleSoft (e.g., Job Codes,
Locations, Positions, Salary Plans/Grades/Steps) are kept up to
date through manual and/or programmatic updates. Works closely with
the Compensation team to ensure that employees’ salaries and the
Agency’s compensation data are accurately entered into the
PeopleSoft system Has a strong knowledge of PeopleSoft Human
Resource record structure and interdependencies. Solicits input
from internal and external customers on what they need out of
PeopleSoft to meet their needs (e.g., new reports, etc.) Works
closely with Financial Management on Position Management issues,
analyzing budgeted versus actual headcount data. While working with
BSC – IT Security, to identify and address functional issues within
the PeopleSoft system, test program changes, and perform functional
validation of the data processes from the BSC. Provides coaching
and training to HR personnel on daily work activities and provide
guidance in HR procedures and requirements. Reviews the work of HR
personnel to confirm that all data is entered properly. Analyzes
HRIS data through recurring and ad hoc queries to ensure data
integrity. Makes recommendations to Mgr HRIS on needed updates and
enhancements. Develops written specifications for the BSC to
request: (1) modifications to delivered functionality or existing
table data, (2) custom reports or workflows (3) standard letters.
Provides training/assistance to other HR areas in writing
specifications and reviews their specifications before being
submitted to the BSC. Generates ad hoc reports to meet the needs of
the department and its customers. Provides training/assistance to
the user community to develop their own queries. Responsible for
reviewing and updating the HRIS SOP to be in line with current
processes. Announces change in procedures to impacted
departments/employees. Trains/assists other HR areas in updating
their own SOP/Users Manuals. Strictly adheres to MTA policies and
procedures. Reviews PeopleSoft Security Access requests. Required
Education and Experience: Bachelor’s Degree in a related field. An
equivalent combination of education and experience may be
considered in lieu of a degree. A minimum of 5 years of general
business experience, of which at least four were at a professional
level in a Human Resources role. Basic understanding of all facets
of Human Resources functions. Effective working knowledge of
PeopleSoft HCM modules and tables, Microsoft Office and other major
spreadsheet programs. Must be detail-oriented and accurate with
work. Strong oral and written communication skills Able to handle
sensitive situations and maintain a high degree of confidentiality.
Other Information May need to work outside of normal work hours
(i.e., evenings and weekends) Travel may be required to other MTA
locations or other external sites . According to the New York State
